PNG is the right choice when the page is mostly text, lines or flat colour. JPEG compression works by discarding detail the eye is unlikely to miss in a photograph, and around the hard edges of letterforms that shows up as a faint grey halo.
PNG stores every pixel exactly, so a converted page of text stays crisp at any zoom. The files are bigger, which is the trade you make for that.
